China aims for BEVs to dominate new car sales by 2035-CnEVPost

China has outlined its electric vehicle (EV) development goals for the next 10 years, emphasizing that pure electric vehicles (EVs) will be a major contributor to future sales.

The country aims to make pure EVs the mainstream of new vehicle sales by 2035, according to a guideline issued today by 10 government agencies, including the Ministry of Transport.

The guideline, which is about promoting the integration of transportation and energy, is the first mention of a development goal for pure EVs, or battery electric vehicles (BEVs).

China aims to make transportation and new energy systems fully integrated and interactive by 2035, the document said.

By that time, China will initially establish a transportation energy use system dominated by clean, low-carbon energy consumption, with scientific and technological innovation as the key support, according to the guideline.

By 2027, the proportion of new energy vehicles (NEVs) in new vehicles will increase year by year, the guideline said.

The document also mentioned that China will combine distributed power sources, EVs, charging facilities, battery swap facilities and other resources to create virtual power plants in the transportation sector.

In China, NEVs is now the most frequently mentioned term in the automotive sector, which includes BEVs, plug-in hybrid electric vehicles (PHEVs), and fuel cell vehicles.

In 2024, retail sales of NEVs in China amounted to 10,895,252 units, a year-on-year increase of 40.55 percent, contributing 47.6 percent of all passenger vehicle retail sales, according to China Passenger Car Association (CPCA).

Retail sales of BEVs in 2024 were 6,320,649 units, up 22.82 percent year-on-year, contributing 58 percent of NEV retail sales, according to data compiled by CnEVPost.

For all passenger vehicles in 2024, the share of BEV retail sales was 27.61 percent.

PHEVs, including extended-range electric vehicles (EREVs), contributed 42 percent of NEV retail sales in 2024 at 4,582,831 units, up 76.69 percent year-on-year.

Notably, the sales growth of BEVs has outpaced that of PHEVs so far this year.

In the first quarter, retail sales of BEVs in China were 1,492,000 units, up 45.28 percent year-on-year, while retail sales of PHEVs, including EREVs, were 929,000 units, up only 25.32 percent year-on-year.

Shanghai now allows non-locally registered vehicles to be used to apply for trade-in subsidies of up to RMB 15,000.
